Guidelines for Export Control at the University of South Florida are a joint effort between the Office of the General Counsel and the Division of Sponsored Research in the Office of Research & Innovation. For more than twenty years, the federal government has regulated the export of certain technologies for reasons of national security or for the protection of trade. Any item that is sent from the United States to a foreign destination is an export. "Items" include commodities, software or technology, such as clothing, building materials, circuit boards, automotive parts, blue prints, design plans, retail software packages and technical information. In addition, government regulations define an "export" as including a broad range of activities. Obviously, the shipment of a listed item to a foreign country qualifies as an export. An export may also occur, however, through the release of technology to a foreign national in the United States. Such a release could take the form of a visual inspection by the foreign national or simply through verbal communications concerning a listed technology. Therefore, disclosure of research results to a foreign student in a USF laboratory could be considered an export of those research results. How an item is transported outside of the United States does not matter in determining export license requirements. For example, an item can be sent by regular mail or hand-carried on an airplane. A set of schematics can be sent via facsimile to a foreign destination, software can be uploaded to or downloaded from an Internet site, or technology can be transmitted via e-mail or during a telephone conversation. Regardless of the method used for the transfer, the transaction is considered an export. An item is also considered an export even if it is leaving the United States temporarily, if it is leaving the United States but is not for sale (e.g., a gift), or if it is going to a wholly owned U.S. subsidiary in a foreign country. Even a foreign-origin item exported from the United States, transmitted or transshipped through the United States, or being returned from the United States to its foreign country of origin is considered an export. It is imperative that all USF personnel be familiar with the SF Export Control regulations. Please review the information at http://www.research.usf.edu/sr/export for complete details.Biosafety
Training in proper microbiological techniques is required for anyone who works with recombinant DNA, infectious agents, select agents and biological toxins or who works in a laboratory where these materials are used or stored.Conflict of Interest (COI)
One of the most challenging arenas, the USF Conflict of Interest policies serve as guideposts to help the researcher disclose real and perceived conflicts so that USF, working with the researcher and relevant administrators, can develop management plans that will ensure the ethical conduct of research.Guidelines for the Responsible Conduct of Research
In order to successfully accomplish our research endeavors at USF, it is important that all researchers ascribe to a standard set of ethical principles, and conduct themselves and their work in accordance with these standards.HIPAA Compliance Program
The USF Research Integrity Program requires researchers to protect the privacy of research subjects with the appropriate use, disclosure and security of protected health information.Institutional Animal Care and Use Committee (IACUC)

When a postdoctoral scholar believes that they have discovered/invented a new and useful item, compound or method (any art or process, machine, manufacture, design or composition of matter, or any new and useful improvement thereof), they must disclose the discovery as soon as possible to P&L for evaluation and filing for appropriate documents.Comparative Medicine
